Assessment of contemporary problems and directions of improving personnel policy in domestic pharmacy

The formation of personnel policy in domestic pharmacy is extremely negatively affected by the uncertainty of the level of availability of pharmaceutical personnel, the lack of a single register of pharmaceutical workers (AF), as well as an imperfect system of certification of pharmacist and pharmacy technician. At the same time, in most countries of the world, the government is delegated by pharmaceutical public organizations (NGOs) to regulate such functions as the registration of pharmaceutical personnel and their attestation.
Тhe aim purpose of the research is to assess the current problems of forming an effective human resource potential in domestic pharmacy.
Results. Clustering was conducted on the basis of the provision of pharmaceutical staff with higher education in the EU and Ukraine based on time trends. Possible ways of creating a single register of pharmaceutical workers in the industry are proposed, as well as the structure of the database on the accounting of personnel movements. Taking into account the norms of domestic legislation and foreign experience, it is proposed to transfer the certification of the pharmaceutical personnel of the State Enterprise together with the State Medical Service of Ukraine and the higher educational institutions us the mechanism of the state social order.
Conclusions. The further strategy of personnel policy reform in the pharmaceutical industry of Ukraine should be aimed at a comprehensive solution of the following main tasks: development and introduction of the National Register of Pharmaceutical Workers; transfer of authority regarding the attestation to the pharmaceutical NGOs on the basis of social order; definition of the needs of practical pharmacy and analysis of the level of staffing.
